Preliminary Engineering Report (PER) was Competed and Submitted to SWMP on 02-15-09.
A Technical Review Committee (TRC) Meeting was held on 03-26-09.
The findings produced during the preliminary engineering phase noted that the Homestead Project area was located within the 100-year effective Hunting Bayou Flood Plain. The project area currently contains two (2) storm sewer drainage systems and one (1) open channel system servicing the project area. The two storm sewer systems are located along Homestead Road and Darien Street and the open channel is located along Kirkpatrick Boulevard. Both the Darien Street Storm Sewer and Kirkpatrick open channel drain the roadside ditches throughout the subdivision. Presently, all three (3) existing drainage networks function as a hydraulic connection with Hunting Bayou, which during an extreme event allows storm water from Hunting Bayou to enter the Homestead Project Area.
The PER has determined the flooding within the Homestead Project Area is due to inadequate capacity in Hunting Bayou. Currently, Hunting Bayou breaches it banks at during 50-, 100-, 500-year Extreme Rainfall Event. The water surface elevations within Hunting Bayou during the (50-,100-,500-) exceed natural ground and residential slab elevations at the right-of-way. To remedy the flooding within the Homestead Project Area, the PER determined a regional project to improve Hunting Bayou would be required.
