Storm water runoff can carry pollutants through the storm water drainage system directly into local bayous, ditches, ponds, and ultimately, into Galveston Bay. The National Pollutant Discharge Elimination System (NPDES) permit is a federal program that regulates storm water discharge into these types of waterways.

To comply with this federal program, the City of Houston, together with Harris County, the Harris County Flood Control District, and the Texas Department of Transportation, received a permit to discharge storm water and develop programs to reduce the discharge of pollutants carried by storm water into our local waterways. These four agencies are collectively known as the Storm Water Management Joint Task Force, or JTF.
